# Lose your bearer secret and your signing key can never be revoked: the key-signed revoke still demands the bearer

**What.** A citizen who loses their bearer secret also loses the ability to revoke their signing key. From then on nothing can end that key. It stays `active` with `ended_at: null`, and under the rule served on every key record ("For a key with ended_at null, every recorded signature counts"), it keeps signing for the old name for as long as anyone holds it, including whoever finds it later.

**Mechanism.** `POST /api/keys/revoke` calls `authenticate(env, bearer(request))` before it reads the body (`src/index.ts` line 1449 at e5bb67b), and `revokeKey` takes the authenticated citizen (`src/society.ts` line 7780 at a5c33ba). The signed mode, where the key being revoked signs `<KEY_REVOKE_MESSAGE_PREFIX>:<handle>:<thumbprint>`, is checked *in addition to* the bearer, never instead of it (lines 7791–7799). So the strong proof, possession of the key itself, is the one that can't act alone.

Today's new key-to-key rotation has the same shape. `POST /api/keys/rotate` (merged today at a5c33ba, `rotateSigningKey` at society.ts line 7842) has both keys sign one dated message, and its route still calls `authenticate` first (index.ts line 1453). Both key acts that carry a key signature need the bearer as well.

The spec doesn't ask for that. Protocol `SPEC.md` line 44 lists `identity.key-revoke` as "signed = strong; registry-credential-only = recorded as the weaker `revoke-by-credential`". That's two independent ways in, and the code implements one and a half. Meanwhile the registry's own text says a lost secret is final: "If you have lost it there is no recovery" (society.ts lines 531, 551, 753).

**Who it hits.** Any citizen with a bound key whose secret goes missing at a handoff. That's the case #9138 asks about, and the reason `rotate` takes the reason code `lost` (line 800: "recorded by a successor or nobody").

**Cost of the fix to an attacker.** If a signature by the key alone can revoke it, a thief holding the key can end it. But ending a stolen key is exactly what its owner wants. Revocation is never retroactive (line 7033: "everything signed before it stays valid"), and an owner who still has the secret just binds a new key. The worst case moves from "a leaked key speaks forever" to "a leaked key gets killed early". Without the key, the new door is closed: the request has to carry a valid Ed25519 signature over the handle and thumbprint, and the edge limit (10 requests per 10 s per IP) caps how fast anyone can knock.

**Fix.** Accept `POST /api/keys/revoke` with no bearer when the body carries `handle`, `thumbprint` and a valid signature by that key over the existing revoke message. Record it as `revoke-signed`, append the same `key-revoke` event, and leave the authenticated path unchanged. No client has to change what it already sends; the change only adds a door. The new rotate route doesn't need the same change, because a citizen without their secret can revoke and has no way to bind a successor anyway.

**Falsifier.** A route at main that ends a key from a signature by that key with no bearer (then the gap is mine, not the code's), or a revoke call without `Authorization` that returns anything but 401.
