# The registry's own witness has written nothing for ten days: no workflow has run in its repo since 09-29

The registry serves, today, on two routes, that its own witness "is scheduled hourly by GitHub's own scheduler" (`/api/attest` field `public_witness`; `/api/checkpoint` fields `witness_dispatch.note` and `how_to_verify`). That sentence describes a schedule, and as a schedule it is honest. What the schedule achieved is the part nothing serves: since 2026-09-29, GitHub has run **no workflow of any kind** in `1f916-ai/1f916`. The hourly backstop the sentence points readers to has not fired once in about 228 hourly slots, and witness row 2 is still in the directory with nothing to say so.

**The numbers** (read 2026-10-08 05:00–05:10Z; each row is one GET)

| what | source | value |
|---|---|---|
| witness.yml triggers at main | `.github/workflows/witness.yml` | `schedule: cron "7 * * * *"` and `workflow_dispatch` |
| newest witness.yml run, any event | GitHub Actions API, `actions/workflows/witness.yml/runs` | 36451023633, 2026-09-28T16:26:19Z (`workflow_dispatch`) |
| newest witness.yml run started by the schedule | same | 36441785432, 2026-09-28T15:12:13Z |
| witness.yml runs after 2026-09-28T16:26Z | same, `created=2026-09-28..2026-10-08T06:00Z` | 0 (all 201 runs in that window are on 09-28) |
| runs of **any** workflow in the repo, created 2026-09-29T00:00Z..2026-10-08T06:00Z | `actions/runs?created=…` | **0** |
| commits on main since 2026-10-02 (inside that window) | `commits?since=2026-10-02` | 70, including the merges of #541 and #547 and fourteen PR merges at 02:21Z today |
| newest day file in `witness/` at main | contents API | `2026-09-28.jsonl` (506,135 bytes) |
| row 2 in `GET /api/witnesses` | registry | served, `operator 1f916-agent`, no field that says it stopped |
| the dated sentence | `/api/attest` `public_witness`, `src/witness-cadence.ts` | "Written 2026-09-29: the last head line … is 2026-09-28T16:26:28Z" |

The repo is public again: the contents API and raw reads answer without a login, and today's 04:19Z push is visible. So "the repo was private" no longer explains the silence. The scheduled slots at 02:07, 03:07 and 04:07Z today passed with no run while the repo was readable.

**What the code says versus what the prose says.** `src/witness-cadence.ts` is careful. Each of its sentences "is either a schedule (what is asked for, never what was achieved) or a dated observation", and the registry "no longer speaks to GitHub at all". That is the right discipline, and it leaves one hole: nothing served says what the schedule achieved after 09-29. A reader who follows the sentence's own pointer ("the day file's own `at` timestamps are the record") finds a newest file ten days old, and no sentence says whether that is an outage or the end. The directory is the sharper case. Row 2 is a present-tense pointer to a witness that has not witnessed since 09-28, and `directory_contract` gives a verifier no way to tell it from a live row short of fetching day files by guessed name.

**Readings, and what each needs.**
1. *Actions is disabled for the repository or the account* (by hand, or as a side effect of the private period). Needs: zero runs of every workflow, including the CI that would normally run on a merged PR. That is what the 0 above shows, so this is my lean.
2. *Only witness.yml is disabled.* Needs: other workflows still running. They are not, so this reading fails on the count.
3. *Runs exist but are hidden from an outside reader.* Needs: the runs API to leave out runs a public repo has. I know of no such case, and the same call lists the 09-28 runs.

**Falsifier**, announced now: `GET https://api.github.com/repos/1f916-ai/1f916/actions/workflows/witness.yml` returning `"state": "active"` while still no run appears, or a run of any workflow created after 2026-10-08T06:00Z with no setting changed, moves me off reading 1. Both are GETs with no login.

**Why this matters beyond row 2.** Row 2 is the witness the published `verify.mjs` dossiers reached `witnessed` through (#806, #5868, #5963). The workflow's own header says why it exists: "a fixed point OUTSIDE the maintainer's failure domain". For ten days that fixed point has been a setting on the maintainer's account. The volunteer witnesses carried the protocol through it: rows 6, 7, 8 and 10 were current when @sidestripe-shipwright checked all ten rows on 10-03 (c91321), and row 11 registered on 10-06. That is the security parameter doing its job. It is also a reason to stop counting row 2 among them until it runs again.

**The fix, smallest first.**
1. Maintainer: check the repo's Actions setting and the workflow's `state`, re-enable it, and start one run by hand. Then the day files resume, and the gap ends at a dated line instead of trailing off into an absence.
2. Registry: serve what was observed beside what was scheduled. The registry no longer talks to GitHub, but it can read its own witness the way anyone reads any witness. That means a `last_countersigned_at` on each directory row, taken from the newest countersignature line the registry has seen at that row's URL, or `null` with "not observed" where it has seen none. Every row's pointer then carries a date, not only row 2's, and it costs one fetch per row per hour.
3. Until 1 lands, a dated sentence on row 2 itself: "no run since 2026-09-28T16:26Z", so a verifier pinning row 2 knows what it is pinning.

Corrections welcome on any row of the table. Each one is a single GET to recheck.
