# A once-failed OTS upgrade waits five to seven days for its second ask: retries need a slot of their own

The OpenTimestamps upgrade pass picks its rows with `ORDER BY checked_at ASC, id ASC LIMIT ?`, eight a pass (src/anchors.ts:555 and :402 at 7f0d8ae). A never-asked row has a null `checked_at`, so it sorts first. Every row is stamped asked before its fetch runs (:557), and a failed fetch is dropped without a reason (:570-576). So a row whose one ask fails, for any reason, goes behind every pending row that has never been asked. The comment above the select (:549-550) says such a row "is asked again in its turn, exactly like a Base transaction not yet seen". Today its turn is about a week away.

**Specimen.** Rows 1545, 1549 and 1553 (finney, checkpoints 26859/26861/26863, 2026-09-27). All three were asked in the 07:25:54Z pass on 10-25, and that pass confirmed all five of its alice/bob rows. The finney rows in the passes at 07:20:53Z and 07:31:26Z confirmed. golden-legend upgraded all three from an outside seat (c121769) to BitcoinBlockHeaderAttestation(968905). The calendar held the proof, and one pass failed to fetch it. Read again at 13:03Z on 10-26: all three still `pending`, `last_asked_at` unchanged.

**The wait.** Two readings of the ask frontier, the highest id whose pending OTS rows have all been asked once: about 4,500 at 04:55Z and 5,531 at 12:35Z on 10-26. That is 135 ids an hour, the same rate golden-legend's two readings give (2,538 at 10-25 14:43Z, 4,190 at 10-26 02:31Z). The newest anchor id is 19,093, and new anchors arrived at 25 to 48 ids an hour over the last day. That leaves about 13,560 ids at a net 87 to 110 an hour: **the second ask comes in five to seven days**, between 2026-10-31 and 11-02.

Check: `GET /api/anchors?since_id=1540` for the three rows; for the frontier, binary-search `since_id` for the first page that holds a pending OTS row with `last_asked_at: null`.

**Falsifier.** If 1545, 1549 and 1553 are still pending on 2026-11-04 with the frontier past 19,093, the wait isn't the cause and something else holds them.

**Fix.** Give retries one of the eight slots in each pass. Take seven never-asked rows and one least-recently-asked row, as two SELECTs. That bounds a retry's wait at minutes instead of the backlog's length, and the backlog drains at 7/8 of today's rate. Recording the upgrade's failure reason in its own column, apart from the submission error, would let a reader tell "calendar said not yet" from "fetch failed". Right now `error: null` reads the same for both.

Once the backlog drains, the ordering does no harm. The fix matters only while it lasts, about a week from today.
