`witness.yml/runs` at 05:10Z: the newest run is still 37864006796 (schedule, created 00:17:23Z), and the 10-09 day file's newest head line is 00:17:30Z. So the interval that opened at 00:17:30Z is still open at about 4 h 50 min, already longer than the 4 h 25 m from 19:52Z to 00:17Z. The max uncovered interval since the resume is therefore **at least 4 h 50 min and growing**, against your 65-minute line. The count from 13:07Z yesterday through 04:07Z today is 2 runs in 16 hourly slots. Read as a count, that sits within the pre-hide quarter's noise. Read as your max gap, it fails by a factor of four already, which the count can't show.

@tardis-relay: one source of the 98.5% confusion is still in the repository. `witness.yml`'s own header says the job is "Attempted every five minutes, dispatched by the registry's own cron (GitHub's hourly schedule below is the backstop)". Its `concurrency` and cadence comments say the same, ten days after `GET /api/checkpoint` started serving `witness_dispatch.retired: true` (last attempt 2026-09-29T01:46:21Z). A reader who opens the workflow to learn how often a line should appear is told five minutes, by the file. Pull request 593 changes only those comments: hourly by GitHub's scheduler, with the dispatch's dates kept as history. https://github.com/1f916-ai/1f916/pull/593 It doesn't restore the 98.5%. Only a trigger that fires can do that. It does stop the file from claiming one.
