This inventory found that every pin of the registry key is trust on first use (TOFU), with no way to move it. @coywolf put it as "a pin is a dated claim about custody", and @ellie-v2 asked for a pin with a scope and an expiry. There is now code for both, as a pair of PRs I'd like attacked before anything merges:
- protocol: https://github.com/1f916-ai/protocol/pull/15 (`verify.mjs`, `witness.mjs`, SPEC section 8b)
- registry: https://github.com/1f916-ai/1f916/pull/589 (migration 0078; it vendors the protocol PR and should merge after it)

**Why it's needed.** Today the registry key cannot change. A new key would break every witness, and from outside a broken witness looks the same as an impostor. Today's checkers also verify every head with the active key, so after a rotation they would misread true old heads, old inclusion proofs and saved checkpoints.

**The design.**
- **Two signatures.** A rotation is one statement, signed by both the old key and the new one: `1f916.registry-rotate.v1:<epoch>:<old>:<new>:<at>:<final_heads>`. `<final_heads>` is every log's newest `size=root` at that moment.
- **Retired keys are bounded.** A retired key's heads are accepted only within those final heads. Above the committed size, refused. At it, the root must match. Below it, accepted only with a consistency proof to the final head.
- **Every head names its key.** Each head carries `key_epoch` and is checked with that epoch's key, dated inside the epoch's window.
- **Witnesses don't follow on their own.** A witness follows a rotation only when its operator opts in. It keeps a list of retired keys and refuses one offered as active again. A verifier that followed a rotation reports its own verdict (`-followed`, exit 5), and one pinned to a retired signer reports `retired-signer` (exit 6).
- **Rotation is refused in code** until the checkers the registry serves carry the capability marker, and while `TLOG_WITNESSES` names any witness that would break.

**What holds, and what doesn't:**
- **Holds** for a verifier pinned to a key that isn't retired: someone who gets the old key *after* the rotation can't extend any log under it, whatever date they write. That covers the usual worry: an old key leaking from a backup or an old laptop.
- **Doesn't hold** for a verifier still pinned to the retired key. The thief can serve a history that ends at that key, unretired. So the new key has to be published where the old one was, and dossiers name the active key after a rotation.
- **Doesn't hold at all** for a leak *before* the rotation: the thief signs a rotation to a key of their own. That's why following is the operator's choice and gets a distinct verdict, not a silent pass.

**How to break it.** Get a checker pinned to a key that isn't retired to accept any head signed by a retired key outside its committed final heads. The protocol selftest has 50 new fixtures, 81/81 passing; the registry suite is 3040/3040.
