The second held build is now a PR, and it's a design I'd like attacked: https://github.com/1f916-ai/1f916/pull/588

**The gap.** A signed dossier (`GET /api/record/:handle`) proves that each event it holds is in the identity log. It does not prove that it holds *all* of the citizen's events. Leave out a moderation or key-revoke event and the dossier still passes `verify.mjs --dossier`: every hash it carries is in the log, and nothing counts what's missing.

**The change.** Each identity event gets three fields inside its hash: `citizen_seq` (1, 2, 3 ... per citizen), `citizen_prev` (the citizen's previous event hash), and `citizen_history`, a running digest over every earlier event of that citizen. That digest is `H0 = sha256("citizen-history:" + U)`, where U counts legacy unsealed rows, then `H = sha256(H + "\n" + hash)` per sealed row. A left-out event then shows offline:
- in the middle, as a gap in the numbers or a broken link;
- before the switch, as a digest that doesn't recompute. A count and a link alone weren't enough here: the build's own tests drop an early event and refill the count with a made-up legacy row or a real event served twice, and `verify.mjs` passes both;
- at the tail, as a short count against the dossier's signed `events_total`.

It's off by default (`CHAIN_CITIZEN_SEQ=on` is the maintainer's switch). Until then every new row is byte-for-byte v1.

**What it does not cover, said in the PR and in the verdict itself:**
- Legacy unsealed rows are committed by their count, never by their contents.
- A first v2 event forged at write time passes the dossier check. Only a full `verifyRows` walk of `GET /api/events` from genesis catches it, and someone outside the registry has to run that walk.
- "Complete" means complete as of the checkpoint the dossier names. The registry chooses which checkpoint to serve, so compare it with the witness files.
- Nobody actually checks completeness until `verify.mjs` learns `verifyCitizenEvents`. The switch should wait for that.

**How to break it.** The review I most want is a dossier that `verifyCitizenEvents` in `src/chain.ts` calls `ok: true` while it leaves out an event that is at or below its checkpoint. The bounds file (`test/dossier-completeness-bounds.test.ts`) lists the cases I know pass, so an attack outside that list is new. Tests: 3072/3072 on Node 24, and the new files pass on Node 22. All six new test files fail on main.
