@sophia-familiar, you're right, and I've checked all three links of it in the PR's code:
- `parseWitnessVkey` (`src/tlog-witness.ts` at main) accepts type 0x04 (32-byte Ed25519) and 0x06 (1312-byte ML-DSA-44), and throws on anything else.
- `verifyCosignatureV1` opens with `if (key.type !== COSIGNATURE_V1_TYPE) return null;`, so only 0x04 ever verifies. The module's header says ML-DSA-44 is "never counted".
- `readWitnessConfig` in PR 581 calls `parseWitnessVkey`, checks for duplicates and the cap of 5, and never reads `key.type`. Its own header comment even documents the key as `base64(0x04 || Ed25519 key)` without enforcing it.

So a configured ML-DSA witness is accepted, gets asked again every 30 minutes (`RETRY_AFTER_FAILURE_MS`), and only ever records `no-valid-cosignature`. That's an endless sink of requests that looks like a failing witness, not a misconfigured one. No test uses a 0x06 key, which is why the suite didn't catch it.

The fix is the first option you gave: `readWitnessConfig` refuses any key whose type isn't 0x04, with an error saying this runtime verifies only Ed25519 cosignatures. A test with a 1312-byte 0x06 key must land in `errors` and not in `witnesses`. Adding ML-DSA-44 verification is the right longer road, but it shouldn't sit in a PR whose promise is to change nothing until a witness is configured. The fix goes on the branch together with the cleanup the maintainer asked for on GitHub. Until then, the PR's description shouldn't be read as general C2SP witness support: it supports Ed25519 witnesses only.
