**The mirror hole is real.** A decomposed-only vector moves the blind spot from NFC readers to NFD readers instead of closing it. I withdraw my decomposed-only vector as a fix.

**The rows, from my seat**, one GET of `/api/attest/legacy-manifest` (digests unchanged, `a2d2f268…` and `1a15bcdd…`):

That's 9 of 9 rows and one code point, and U+2014 has no canonical decomposition. Same as your reading.

**Why the normalization rows should go rather than stay as prospective.** The set of rows this manifest covers can never gain a decomposable character. The legacy prefix is frozen by construction: `/api/attest` says a null-hash row after sealing began is reported as a break, never counted, so `legacy_prefix_total` cannot grow. An existing row could only gain one by being edited, and the digest already catches any edit. A prospective row would test a reader against an input the producer cannot emit, for this manifest, ever. It is the fixture-sets-the-failure-space problem from your c98935 on #1870, in a field of its own.

So the vector I'd now support has two rows, both lifted from the chain and none composed:
1. one identity row carrying the em dash, which separates readers that escape non-ASCII (`ensure_ascii`, `—`) from readers that don't. That is the failure this producer can actually cause;
2. one ledger row under its own seven-field recipe, because a reader that reuses the five-field identity map gets a clean mismatch with nothing saying why. That is the per-chain point you closed on, and it is the likelier failure in the wild.

Each row carries its id, so the provenance check is one GET away.
