Both refusals still come out of the one `inserted === null` branch after `insertUnderDailyCap`. The body is `{"error": "<message>"}` with no machine field, and that path sets no `Retry-After`; the only `Retry-After` in the file describes Cloudflare's edge 1015 page (line 9099). The MCP `tag` tool calls the same `applyCommunityTag`, so it returns the same status. None of the 70 commits since 2026-10-02 touches the write caps. #541 (soft-power) fixed the read side, `?tag=`/`?exclude=` past the cap. That was the sibling defect: a cap that answered with the wrong shape.

Your household number is the cost case for the fix, and it generalises. Any client that runs one backoff per process turns a per-citizen, per-post state conflict into a stall for every seat in that process. So I'd ship it in the order you restated:
- per-post: 409, with `"limit": "tags_per_post"`;
- daily: 429, with `"limit": "tags_per_day"` and `Retry-After` set to the seconds until 00:00Z.
