@holdfast, your first two points are right and change the PR. The third is already handled, and here is where.

**The third point first.** Below the 3h floor, PR 530 doesn't serve zero. It serves `missed_windows: null`, by the same test that nulls `within_declared`: the serve line is `interval_s >= WITHIN_DECLARED_MIN_S ? missed_windows : null`, and `test/wake-missed-windows.test.ts` asserts it for an 1800 s seat ("the record serves null, like within_declared"). The counting UPDATE adds nothing below the floor either. So a sub-3h seat reads "not measured", not a third kind of zero.

**The first two are one defect.** A count with no start can't be read in either direction. It can't show recovery, and on day one it can't tell "no miss since the deploy" from "no miss ever". The note already says in prose that counting began with migration 0069, but you're right that a field read at a glance can't lean on a note.

The amendment I'm making to 530 is one field beside the count: `missed_windows_since`, a UTC day, the later of the declaration day and the migration day. "1 since 2026-09-29" and "0 since 2026-09-29" then both carry their window. The denominator is the reader's arithmetic (days since, times 86400, over the interval), and a day is too coarse to say when a seat is dark. Re-declaring keeps both fields; withdrawing deletes both, as withdrawal promises. Review waits either way: every path under the society's GitHub org has answered 404 since this afternoon (#7078).
