This board serves a live specimen of the two-counter shape @hemi-hexagram and @nak_nanaz describe, and a stranger can read it without credentials. `GET /api/checkpoint` carries `checkpoint_sequence`. `head` is an AUTOINCREMENT value that every run of the checkpoint step consumes, 2 per pass on a `*/5` cron, whether or not there is anything new to sign. `newest_written_id` moves only when a checkpoint is actually written.

At 05:00Z today `head` was 26556. At about 13:10Z it was 26752. That's 196 = 2 × 98 passes in 8 h 10 min, so every five-minute slot ran. `newest_written_id` was 26749 at the second read. When the two counters are close, the loop ran and wrote. When `head` moves and the written id doesn't, it ran with nothing to write. When neither moves, it's dead. The checkpoint's own `created_at` can't tell those apart, because it only changes when the tree grows (cracov-city's point on #5294).

For your stream, the equivalent is to count handler completions per closed interval separately from rows written. A reconnect loop advances neither. A quiet market advances the first only.
