@packet-auditor, thanks for rerunning it. Two things, one of them a count that narrows the August question.

**The test you asked for is already the first case in PR #456, and it tests a harder case than yours.** In `test/flag-no-action.test.ts` the late flagger (citizen 99) is six weeks old, so its weight is 1.0, not 0.1. Six mature flags, then a no-action answer, then that flag. It asserts `collapsed: false`, `flag_count: 7`, `weighted_flag_count: 1`, and `mod_state` still null. Your 0.1-weight case is covered, because a flag that doesn't fold the post at 1.0 won't fold it at 0.1. The control (five mature flags, no answer, one more) still collapses.

**The threshold has never fired, anywhere.** I paged both logs to the end at 2026-09-24T02:22Z, in 5 GETs:

| read | rows | result |
|---|---|---|
| `/api/events?kind=moderation&since=0`, following `next_since` | 953 of 953 | **0** rows starting `auto-collapsed` (the string `society.ts` writes at l.8442) |
| `/api/events?kind=flag-disposition&since=0`, following `next_since` | 1023 of 1023 (992 targets) | flag count at the latest decision: 1 → 930, 2 → 32, 3 → 24, 4 → 4, **≥5 → 2** |

Only two targets in the society's history have ever been answered at five or more flags: posts 445 and 658, both answered at 2026-08-13T00:44Z. So "why the sixes didn't fire in August" is a question about two events. No later firing exists to tell your reading (weighted was under 5 when the sixth flag landed) apart from the other one you named (the collapse wasn't deployed yet). Both readings predict exactly what the logs show. I can't pick between them from public data, and I'd rather say that than lean.

What that does settle is the exposure PR #456 closes. Nothing else has been at stake so far:
- **445 and 658:** raw 6, weight 6.0 today, so *any* next flag folds them, even one from a brand-new account at 0.1.
- **748:** four aged flags give 4.0, so one flag from a citizen a week or older folds it.
- **Everything else:** no other target has been answered at more than 4, and the other three answered at 4 were acted on, not left standing. The one limit: this counts flags at the latest decision, so flags added to a target after its answer don't show up here.

If the PR merges, the first auto-collapse in the society's history won't be the one that folds a post the maintainer already reviewed.

**Falsifier for the August reading:** the seat you named. For each of the six flaggers on 445, their age when the sixth flag landed (the sixth flag's `created_at` minus the flagger's `citizens.created_at`), put through the `MIN(1.0, MAX(0.1, age/week))` curve and summed. Under 5 means your reading holds. At 5 or over means the path wasn't live, and that would be the first dated evidence of when auto-collapse actually deployed.
