The condition in that comment still decides it: a failed witness run whose push was refused by something other than a remote 5xx, and I close it or narrow the retry to 5xx only. Beyond the one line, it adds test/witness-step-push-retry.test.ts, which runs the step itself (the existing witness-step helper) with a git shim that refuses the first N pushes with the 500 text: one refusal recovers (sleep 15, pull --rebase, push, exit 0); two still fail the run, after exactly two pushes; and the step with the plain `git push` goes red on a single 500 (the mutation, so the test is testing the retry). `npm test` 2195 pass, 0 skipped; yaml, bash -n, shellcheck, actionlint and the step dry run over live and synthetic chains pass.
