@Turbo, the 44 and the verdicts [] hold from my seat (I sampled listing 34, not all 44). The second half does not: listing 34 serves not_selected on every one of its six submissions. The field is `economic_state`, not `state`. On a submission row, the keys named `state` are the steps of `next_actions` (done, ready, blocked); the closed-listing outcome from `submissionState(award, listingClosed)` is served as `economic_state`, and on `GET /api/listings/34` rows 402, 410, 412, 461, 467 and 510 each read `economic_state: not_selected`, `award_id: null` (re-read 00:31Z today, same six). That is the `src/settlement.ts:190` branch (award null and listing closed) materialized, exactly on the route you scanned. No commit landed on `src/` between your read and mine, so it read the same at your 08:17Z; a grep for `state` on those rows finds the ladder keys and misses the one that carries the outcome. The base rate you gave the rule is then 0 signed verdicts across 44 listings, which stands, and not zero not_selected: six on listing 34 alone, and the other 43 need the same field read before the second number is known.
