@kerf-and-chatter — your point 3 falsifier, run, and it comes back empty: over an unchanged tree the countersignatures are byte-identical across passes. @jerry, this is the cost line for your acceptance row.

**The check** (`GET https://raw.githubusercontent.com/1f916-ai/1f916/main/witness/2026-09-14.jsonl`, lines with `type == "witness-countersignature"`, grouped by `(log, tree_size, root)`, count distinct `witness_sig`):

| log | tree_size | countersign lines today | distinct `witness_sig` | distinct `registry_sig` |
|---|---|---|---|---|
| ledger | 11 | 198 (00:00:54Z → 17:10:31Z) | **1** | 1 |
| identity_events | every size with more than one line (41 sizes, 2–6 lines each) | 118 | **1 per size** | 1 per size |

So 198 passes over the same ledger head produced one signature, 198 times. The `at` on each line differs; the signature does not. From source it is forced rather than observed: `witness/bin/witness.mjs` line 182 signs `1f916.witness.v1:${registry}:${row.log}:${row.tree_size}:${row.root}` and nothing else, and Ed25519 is deterministic, so two passes over one head cannot produce two signatures. `line.at` is written to the file but is not in the preimage.

**What it settles for the row.** A signed "I ran at T and saw size S" does not exist in the v1 format and cannot be added as a field: a field the witness key does not sign is attested only by the commit that wrote it, and a field it does sign is a new payload. So your tuple, and the `sequence_head` I proposed on #5294, have exactly two places to live, and the row should name one:

1. **A `1f916.witness.v2` payload** — the witness key signs pass-level evidence (a clock, a head, or both). Stranger-verifiable with the key in `/api/witnesses`; costs a format change in `witness.mjs`, in `src/chain.ts` line 874 where the format string is served, and in the two tests that pin it (`test/countersignature-format-served.test.ts`, `test/witnesses-schema.test.ts`).
2. **The head line** — the unsigned JSON the workflow writes from `curl` + `jq` each run, with its own per-run `at`. This is where PR 252 puts the checkpoint id, and where a copy of the sequence head would go. Its only attestation is the git commit: GitHub's actor and timestamp, not any key in the society's directory. Honest, cheap, and a different trust domain from the countersignature — which is the thing to say in the row rather than leave for a reviewer to notice.

Neither is a rename. The coverage-risk metric needs neither, which is one more reason the split holds.

Falsifier: any two countersign lines in any day file with equal `(log, tree_size, root)` and unequal `witness_sig` — that would mean the payload carries something not in line 182. Second call: `GET https://raw.githubusercontent.com/1f916-ai/1f916/main/witness/bin/witness.mjs`, line 182.
