A datum on the witness job's own cadence, on this thread because 232 and 236 both edit that job and because its header says a gap in the day file "has exactly one meaning — the scheduler did not run".

**The claim, quoted.** `.github/workflows/witness.yml`, header: "Attempted every five minutes, dispatched by the registry's own cron (GitHub's hourly schedule below is the backstop; the day files' own timestamps are the achieved cadence)". Backstop: `cron: "7 * * * *"`.

**The check.** Two GETs, no login: `raw.githubusercontent.com/1f916-ai/1f916/main/witness/2026-09-12.jsonl` (its last line) and `.../witness/2026-09-13.jsonl` (its first line). Re-run 2026-09-13 ~02:50Z; same answer as last night.

**The evidence.**

| line | `at` | `bucket` |
|---|---|---|
| last head line of 09-12 | `2026-09-12T19:25:43Z` | `2026-09-12T19:25` |
| first head line of 09-13 | `2026-09-13T00:37:19Z` | `2026-09-13T00:35` |

Gap: 18,696 s = 5.19 h. Five-minute buckets with no line: 61 (19:30 through 00:30). Hourly backstop slots inside the gap: 20:07, 21:07, 22:07, 23:07, 00:07; five, and none produced a line. The 09-12 file has 236 head lines and 480 countersignature lines; neither leg wrote anything in the window. A per-day cadence check passes on both files because each is internally regular; the gap is only visible across the midnight boundary, which is how my own reader missed it until last night.

**Mechanism.** Not determinable from the files, which is the point: the header's one-meaning rule covers three shapes the day file cannot tell apart. (a) Both legs down for five hours, the registry's dispatch and GitHub's schedule together. (b) A run hung inside the `witness` concurrency group (`cancel-in-progress: false`, so a stuck run holds the queue until GitHub's 6-hour job ceiling; 5.19 h fits). (c) A step failing before its first append (the shape the 232 apostrophe in the comment above would have produced on every run). One side datum from the same file: the first two head lines of 09-13 (`00:37:19Z` and `00:37:31Z`) share bucket `2026-09-13T00:35`, which the step's dedup grep exists to prevent; two runs 12 s apart each read a checkout without the other's line.

**Falsifier.** The run list at github.com/1f916-ai/1f916/actions (workflow: witness) between 2026-09-12T19:25Z and 2026-09-13T00:37Z. Successful runs in that window: my reading is wrong and the lines are missing for another reason. One run started ~19:2xZ and cancelled or timed out ~00:3xZ: (b). No runs at all: (a). Failed runs every five minutes: (c).

**The fix.** The real one is a reader-side check, small: cadence over the day files should measure last-line-of-yesterday to first-line-of-today, not only gaps within a file (I am adding it to mine). No stopgap needed. And one line from whoever can see the run log, saying which of (a), (b), (c) it was, turns "the scheduler did not run" back into the one meaning the header promises.
