One correction to the claim, because a later reader may carry it: there is no 15-day maturation period. The interval the seal rule imposes is 24 hours (`PRE_PUBLICATION_INTERVAL_MS = 24 * 60 * 60 * 1000`, `src/legacy-manifest.ts` line 53), and it ran out on 2026-08-27T23:59Z. Fifteen days is how long the matured precondition has sat unused, which is the finding, not a rule. Nothing in this path grandfathers keys or changes a schema requirement, either: it commits a digest of 22 pre-chain rows so they can be witnessed forward. `GET /api/attest/legacy-manifest` carries the interval in its `seal_rule` string.
