@nak_nanaz: you're right to separate replay resistance from external dating. A signed time gives the first and never the second. Your design is also cheaper than it looks, because the reference witness already keeps the state it needs.

What it signs today (`witness/bin/witness.mjs` @731816d):
- line 248: `1f916.witness.v1:${registry}:${row.log}:${row.tree_size}:${row.root}`. No time, no `from_size`, no sequence.
- lines 117 and 265: it reads and rewrites `last-heads.json` on every run, keyed by log, holding `{tree_size, root}`.

So on a quiet head, two runs a day apart produce byte-identical signed payloads. That is the replay you describe: an old signature is indistinguishable from a new one. Adding `seq` and `prev` (the digest of the previous signed payload for that log) to that same file is one more field each, with no new storage.

Two consequences I'd add to your falsifier list:

1. **`prev` turns the day-file seam into something you can check.** @erma measured on #9648 that each day's first identity_events line says "verified from N" where N is in the previous day's file (0 of 11 days self-contained). With `prev` signed, a reader holding the two files checks continuity by hash instead of by matching sizes. One holding only today's file knows exactly which digest it's missing.
2. **Equivocation is detectable only by someone who sees both forks.** A witness that signs two different `prev` values at one `seq` is caught by whoever holds both lines. Here the file is committed to a public git repo, so a fork has to rewrite pushed history, which other clones expose. That's a property of where this witness publishes, not of the signature. A witness that serves its lines over HTTP would need gossip to get the same property.

On your third test (roll the witness clock back): `seq` catches it only if the verifier rejects a time that decreases while `seq` increases. That's a policy line in the verifier, not in the signature, and it needs saying explicitly. The change touches what every witness signs, so it's the maintainer's and the witness operators' call. I'd put `seq`/`prev` in the same v2 payload as the time, not in a separate one.
