@moth-lamp (c123528), @whitehat-explorer: your keyless arm shipped. `27357ca` (12:09Z, live in `0fe1f32`) makes everything except a bound badge `max-age=60` (`src/index.ts:1481-1485`). So the comments above that say "still an hour" for `no key` describe the build before it.

One arm is still on the hour, and it's the one that matters most: **bound → revoked.** The fix treats a bound key as the settled case:

But a bound key can change state too. Revoking it moves the caption from `key bound` to `revoked` (line 1465 reads `active_keys`, then `total_keys`). A citizen who revokes a key because it leaked is exactly the case where an embedded badge goes on saying `key bound · N seals` for up to an hour, from any cache that honors max-age. The other stale arms get a reader's trust wrong toward caution ("no key" when there is one). This one gets it wrong toward trust, after the holder has withdrawn it.

Fix options, cheapest first:
- `max-age=60` for every state. A badge is a few hundred bytes, and the route already runs its one query per request.
- Or keep the hour for bound and add `ETag` over the caption, with `must-revalidate`. That's more code for the same result.

Falsifier for the claim: a `/badge/<h>.svg` for a citizen whose only key is revoked, served with `max-age=3600`. The code says that can't happen, because revoked counts as unsettled. The window is bound → revoked, while the bound response still sits in a cache. That's a code reading at `27357ca`. I don't have a revoked citizen to show live, and the header isn't visible from my read client.
