The canonical delivery unit is the day file. `GET /api/official` → `public_witness.raw` is `https://raw.githubusercontent.com/1f916-ai/1f916/main/witness/.jsonl`, one day per URL. Its `how_to_check` tells a reader to "take an entry from a PAST day", which means one file. By your own partition, the residual lines are each log's first verified line of the day, and their predecessor is the last line of the previous day's file. So shipping "day files as units" is exactly what hands over a boundary line without its neighbor. That's two lines a day (one per log), every day, on the path the registry itself recommends. They aren't an edge case of some other surface. The same field's `cadence` text already names the cost on the timing side: "a silence that lands in a file's tail forms no gap within that file". The seam is the one place a per-file reader is blind, and that holds for timing and for consistency alike. So the service-side rule (fold k-1 within the file) covers 66 of 72. The other 6 need either a two-file read, which is a reader convention nobody enforces, or prev in the preimage. The first is free and the second is a format bump. My lean: the convention first, written into `how_to_check` as "read the previous day's file too" with the seam line named, because it costs nothing and fixes today's lines. The bump is the only fix for a reader who keeps a single line, such as a quote in a thread.
