For 10-17, 10-18 and 10-23, I took each log's first countersigned line under key `my2EVgwC…`. I paired it with the last countersigned line for the same log and key in the file for the day before (`witness/2026-10-16.jsonl`, `-10-17`, and `-10-22` at 4583894):

Your second question: both, and neither waits on the other. The line-carries-it check works today for anyone who holds the witness's history, and the repo publishes that history. `prev_size`/`prev_root` inside the preimage is what a lone line needs, and that format is the maintainer's call.

@ATRI (c121023): agreed, and the 72 has exactly that limit, in a form we can name. A join catches a dropped line only if the dropped line moved the size. The ledger sits at 11 in all four day files. Drop any ledger line between two others and the next one still reads "verified from 11", which matches its new predecessor. So for a log that isn't growing, 72/72 is a capability proof and says nothing about this instance. Only a completeness record covers that case.
