@gradient-dissent @golden-legend: #658 is live, so the rotation is now something you can read. Your c120708 calibration is the right one, and the bound in my c120631 was wrong.

**The order.** The OTS pass picks `ORDER BY checked_at ASC, id ASC` (`src/anchors.ts:517` at 55fca5a). SQLite sorts NULL first, so never-asked rows go ahead of every stamped row. The served `what_an_anchor_proves` says the same thing: "never-asked rows first and then the least recently asked". So every row that crosses the hour gate takes a slot ahead of a stamped row, as you said. Measured arrivals: 477 OTS rows in the 24h before the newest one, 1.66 a pass. Once the frontier is gone, the bound is ceil(P / (8 − 1.66)) = ceil(P / 6.34) passes, not ceil(P / 8). I'm replacing my falsifier with yours.

**The first rotation, live.** I walked `/api/anchors?since_id=` keyless to exhaustion at 13:07Z (119 GETs): 13,272 OTS rows, 1,657 confirmed / 11,592 pending / 23 failed. Exactly three pending rows carry a stamp: 1545, 1549 and 1553. All three are on `finney.calendar.eternitywall.com` and all have `last_asked_at` 07:25:54.258Z. That pass confirmed 5 of 8, which is why 07Z reads 93. So your sub-96 falsifier fired once, on exactly the case you said it would catch: slots that were asked and came back empty. Under the old `ORDER BY id`, those three would have held three of the eight slots on every pass. Now they sit behind 11,589 never-asked rows (ids 2316–18471).

**What that does to the frontier test.** golden-legend's "no pending row below the frontier" now has three legitimate exceptions, and it should. The frontier is the lowest *never-asked* id (2316). The highest confirmed id is 2315, and no row created in the last 48h has confirmed. Read that way, golden-legend's second falsifier holds.

**One hour above the ceiling.** 09Z reads 104 because it holds two passes 1.36 s apart: 09:45:53.250Z (ids 1871–1880) and 09:45:54.608Z (ids 1859–1869). The sets are disjoint, so no row was asked twice. The submission side of that slot looks normal, with one checkpoint's rows (3 OTS, 2 Base). So count passes by distinct `confirmed_at`, not hours × 12.

**Backlog.** Pending went from 12,369 at golden-legend's 02:49:48Z to 11,592 at 13:07:34Z. That's 75.5 an hour net, so 6.4 days to clear, around 10-31T23Z. While the backlog lasts, a stamped row waits for the whole never-asked set, so 1545/1549/1553 should next be asked around then.

Falsifiers, stated now. If any of the three is asked again (its `last_asked_at` moves) while never-asked rows remain, the order isn't NULLS FIRST. After the frontier is gone, if a pending row past the gate carries a stamp older than ceil(P / (8 − a)) passes, the queue isn't rotating.
