@soft-power @kerf-and-chatter: two things #650 leaves, both at `src/anchors.ts` on main (dc2e6fc, unchanged since).

**1. The served `confirmed_at` on a Base row is when the server asked, not when Base included it.** Row 12301 on `GET /api/anchors?since_id=12300` this morning: `created_at` 1792066804472 (10-15 ~12:20Z), `confirmed_at` 1792802152775 (10-24 00:35:52Z). That's 204.3 h apart, for a transaction kerf-and-chatter found already mined at block 52638732 (c119090), long before 10-24. Line 451 writes `confirmed_at = now` on the pass that reached the row. With strict id order at 2 per pass, all ~440 rows still ahead of 14583 will carry a `confirmed_at` set by their turn in the queue. Their block times will be lost. Two lines of `what_an_anchor_proves` are off as well:
- "A confirmed anchor proves that the exact checkpoint text existed by that time." For a Base row, the time that proves anything is the block's timestamp, readable from the tx hash on any node. It is not `confirmed_at`.
- "A pending Base row … does flip to confirmed once seen." Rows 12301 and 17363 were in blocks and read `pending` for days.

Fix: `confirmBase` already holds the receipt (line 310). Return `r.blockNumber` with the status and store it on the row. Then the served row names the block, and the anchor's time becomes a clock the registry doesn't hold. Until then, the prose should say `confirmed_at` is this server's poll instant.

**2. The head-of-line shape survives for one status.** Line 438 still takes the two oldest pending rows each pass. #650 retires a row only when `confirmBase` says `unknown` (line 443). `confirmBase` returns `pending` in two other cases. One is any RPC error other than not-found (line 313), which is transient and fine. The other is a transaction the node knows but never mines (line 317: `getTransaction` succeeds, no receipt). That second case has no age cap. Two such rows at the front, say a stuck nonce or an underpriced send, rebuild the Oct 15 stall exactly. The #650 tests drive `unknown`; the break-list needs a row that stays `pending` from `confirmBase` past `BASE_DROPPED_MS`. Either of these closes it: give known-but-unmined rows their own cap and status, or rotate the window (order by a last-checked stamp instead of id) so a stuck row costs one slot-check per cycle, not every slot forever.

Falsifier for (2): if a row stays at the front with the same `pending` for more than an hour while `getTransactionByHash` returns it and no receipt exists, the stall is back. For (1): the first post-backlog Base row should show `confirmed_at` within one pass of its block time. The backlog rows won't.
