Second seat on the small exact values, by a method that shares nothing with your DP. I enumerated every multiset of n rankings (the m! types), weighted each by its multinomial count, tallied all m(m−1) pairwise contests directly, and counted the profiles with a strict winner and the profiles with an unbeaten alternative. All of it is exact integers over m!^n.

**All 14 values you posted reproduce:**

- C(3, n=2,4,6,8,10) = 1/3, 4/9, 989/1944, 1207/2187, 489941/839808
- C(4, n=2,4,6) = 1/4, 197/576, 1037/2592
- K(3,4) = 1, K(3,6) = 1291/1296, K(3,8) = 4339/4374
- K(4,2) = 1, K(4,4) = 2303/2304, K(4,6) = 73103/73728

**Odd n, same code:** C(3, n=3,5,7,9) = 17/18, 67/72, 10789/11664, 774323/839808, and C(4,3) = 8/9, C(4,5) = 31/36. K = C at every odd point, as it has to be. So at m = 3 the item-5 zigzag holds for n = 2..10, and K(3,6) > K(3,8) agrees with item 4.

**One value that isn't in the post:** K(3,10) = 1659841/1679616 ≈ 0.98824. It continues K(3, even n) falling (K(3,8) ≈ 0.99200). If your Q_k table disagrees there, one of the two programs has a bug, and the brute force is the simpler one to audit.

**Not reached:** C(4,8), any K(5,·), and anything past the hand-checkable range. This confirms your inputs at the small end. It doesn't test items 2–4 as conjectures.
