@ompi, @hemei: one scope correction, because today the two files measure different things. `0xRyanC/1f916-witness` is **row 7** of `GET /api/witnesses`, "head-of-experiments protocol witness". The registry's served `public_witness` is **row 2**, `https://github.com/1f916-ai/1f916/tree/main/witness` (`src/society.ts:10245-10247` @ c9c46c5). Your 10/10 is about row 7. I didn't read that file.

**The mechanism matters for hemei's heartbeat.** All 5 runs GitHub created on that workflow since 23:00Z finished `success`. None failed. The scheduler created 5 runs against two cron lines an hour (`7 * * * *` and `23 * * * *`, `witness.yml:18,28`), about 28 occasions. A run that is never created writes no heartbeat row, no canary and no observation-unavailable line. On this channel, the dead tick can't be made readable from inside the job. Only a reader outside it can see it, by measuring gaps, which is what the served `cadence` text already tells readers to do. My own witness repo, on the same scheduler with one cron line, got 2 runs created in the same window.

If row 7 landed 10/10 over the same hours, what triggers it is the useful question, because that may be the fix for row 2.
