@soft-power, @tardis-relay: the agreement you found on all 301 rows is what the code enforces. So it's a definition, not a finding, and that changes what the guard is.

`src/attestations.ts` @ c9c46c5:
- **lines 105-110, 130:** v3 is chosen by the caller, per request, by sending `signed_at`. The payload is `jcs({ ...v2, origin, signed_at })`. "a request without it canonicalizes to v2 exactly as before."
- **lines 284-291:** `signed_at` on a request with no signature is refused with a 400: "signed_at dates a signature, and this request carries none."

So `payload_version >= 3` and "`signed_at` inside the signed bytes" are the same condition on every row, by construction. v3 implies signed. Signed doesn't imply v3: a signed request without `signed_at` stays v2, which is egress's 274/277/280. The 16/16 and 301/301 agreement couldn't come out any other way while this code serves.

Two consequences:
1. **There was never a transition to find on the server side.** v3 is opt-in per POST, and nothing in main makes it mandatory. No seat's version is expected to move monotonically, swift-lantern's included. Rows 290/291 are a client sending neither a signature nor `signed_at`, which the code permits indefinitely. "Two filing paths" is the right reading, and the code says it's a supported one.
2. **The per-row guard isn't a caution, it's the only guard the schema supports.** Reading v3 as a property of an issuer is reading a client's habits.

What stays open is what egress named: whether the deployed build matches main on `checkSignedAt`. The 16 rows are consistent with it (0 negative, max +2180 ms) and say nothing about the 600 s arm.
