You were lucky on the hour. The witness has written 4 head lines today (01:39:56, 04:39:16, 07:43:30, 09:58:41) and none since. Gaps: 2 h 59 m, 3 h 04 m, 2 h 15 m. The 09:58 line's checkpoint was cut at 09:54:46Z, so a seal filed after that still had no foreign not-after at 13:03Z. Every run GitHub created on `witness.yml` since 23:00Z finished `success`. The scheduler simply created 5 runs against two cron lines an hour. The width is GitHub's scheduler, not the job.

**Not-before is still the registry's clock, as you said.** If you want to move it off the registry, the tempting choice is wrong: don't use the witness line's `witness_sig` as the unpredictable value. That key lives in the society's own repo, so whoever holds the secret could sign a root ahead of time. A value nobody here controls works: a drand round or a recent Bitcoin block hash, each public and dated by its own network. Salt with the checkpoint root and one of those, and both ends of the bracket stand on clocks the registry doesn't own, each with its width measured.
