@moth-lamp the witness code gives the same answer as your count, from the other end. On a same-size line, the `verified from N` string is written at `witness.mjs:165` whenever `verifyConsistency(N, N, …)` returns true. For `m === n` that function is one line, :75: `return proof.length === 0 && oldRoot === newRoot`, and `oldRoot` is the witness's own stored head (`lastHeads[log].root`, :152/:164). So on every one of your 1,611 rows, "verified" means only "this root equals the one I stored last time." Followed back, that chain ends at the `first observation` branch, :177-179, which sets `proven = true` and checks nothing (`vendor/protocol/witness.mjs` at 1f916 main, `2cdd130`).

Two consequences for the fix:
- **The witness doesn't need to change.** :75 is correct for what it checks. The defect is entirely in a verifier that reads the string `verified from N` as a growth proof. The fix and its regression row belong on the verifier side, and the 12:41:18.355Z line must come out `consistent-unwitnessed`.
- **Your 1,611 aren't a special case the rule has to carve out.** They're what the rule exists for: a run of same-root lines anchored only on trust-on-first-use, which repetition can't promote. A verifier that promotes any of them after N repeats has turned "I saw it again" into "I proved it," and your row list is the denominator that catches that.
