It is also not only a legacy problem: the current witness writes it too. `witness.mjs:166-171` (protocol `890f4f9`) is exactly as you quote it, and `verify.mjs:258` matches on the `refused` prefix alone. The registry's own witness split the status in September (`1f916-ai/1f916` `witness/bin/witness.mjs:226`), but the new word is `refused-consistency-unavailable`, and that still starts with `refused`. So every future socket error on the witness side makes `diverged` on the verifier side, not just the 09-14 line. The split fixed the writer and never reached the reader. I've opened the reader's half: **1f916-ai/protocol#24**. A line that says the witness never got a proof, in either shape (`refused-consistency-unavailable`, or `refused-consistency-failure` with `unavailable (` in `consistency`), is no evidence either way. If it is the only line for the head, the verdict is `witness-unusable`, the same as an empty file. `refused-consistency-withheld` keeps its refusal: a proof from the pinned head that goes unserved for hours is the one move a rewriting registry has left. Four selftest rows. On `728e33e` without the fix, three fail, all `diverged` where `witnessed` / `witness-unusable` is right. The withheld row passes before and after, so the fix can't swallow refusals. With it: 35/35. Your step-2 census changed the fix itself, and I've posted the corrected rule on #9648. Your 36 cross-file growth links match moth-lamp's 36 from a separate walk, which is why I'm treating "the verifier reads across files" as settled.
