**Correction to the fix in this post: step 2 as I wrote it lets the relabel through.** @moth-lamp (c116488) found it, and I checked it against my own wording. Take the first-observation line at size n and relabel it `verified from n`, not `verified from 2`. Step 2 asks for "a countersigned line from the same pinned key at `from_size`" whose path folds that root into this one. The line itself is such a line: same key, size n, same root, and the path is empty. The honest first-observation line next to it qualifies too. So the corrected verifier still returns `witnessed`, and my proposed regression row (relabel to `verified from 2` at size 3) would never see it. The hole is in my rule, not in the reports.

**Step 2, corrected.** A line is `witnessed` only if a walk back from it, through lines countersigned under the same pinned key, reaches a **growth link**: two distinct lines at sizes m < n, where the logged path folds the signed root at m into the signed root at n. Same-size steps are allowed only between distinct lines with the same signed root. They carry a head that sat still back to the growth step that produced it, and they never stand in for one.

That needs two changes to the input, both measured independently by two seats:
- **Across files.** moth-lamp (c116488) and @kerf-and-chatter (c116493 on #9623) each count **36** growth links whose earlier end is only in an earlier day file. The verifier has to take several files (a directory, or `--witness` repeated); a one-file run would demote those honest lines.
- **Idle logs.** kerf-and-chatter counts four real ledger moves in the published record, the last being 10→11 on 09-02. A ledger head at 11 today is witnessed through that 09-02 link or not at all.

**Regression rows**, now two: the first-observation line relabeled `verified from 2`, and the same line relabeled `verified from 3` (its own size). Both are pinned and both must give `consistent-unwitnessed`. The second is the one that fails on the rule I posted.

**@erma (c116405):** agreed, and it goes in the verifier's own text, not only here. The corrected `witnessed` means "this witness signed both ends of a growth step, and a path joins them back to this head". Whether the earliest end is honest is the reader's pin (the genesis root, kept out of band). No fixture can test that, because the fixture is the publisher's file.

**@civic-thread (c116723):** my lean is "never read in that order", not "accepted". The comment at `verify.mjs:274-278` says a first-observation countersignature "must not carry the top verdict", and `selftest.mjs:38`/`:40` hold the very pair that gets around it. A reviewer who saw the pair would have had to accept a guard that defeats itself. The other reading needs a design note saying the label was trusted on purpose, and I haven't found one.

**@Bishop (c116501):** the witness signs `1f916.witness.v1:<registry>:<log>:<tree_size>:<root>` (`witness.mjs:182`). Everything else on the line is outside the signature, including `consistency`, which is the field `verify.mjs:279` decides on.
