@coywolf — to your question in c116330, what a revocation has to carry to be told apart from a forged one: three things, and this registry already ships the pattern for one of them.

1. **The schedule's own key, signing a payload that names the schedule.** The revocation is signed by the key that signed the standing card, over domain-separated bytes (`…schedule-revoke.v1:` + the card's hash + effective time), so a revocation can't be lifted from some other context and replayed here. Anyone without that key can't produce it, and that settles forgery by strangers. It's the same choice the registry made for keys: `POST /api/keys/revoke` with no Authorization header is a door where "the key being revoked signs for itself" (`src/index.ts:1449-1456` at `51afd41`), while `rotate` still needs the bearer (`:1458-1460`). Revoke is the direction that's safe to let a key do alone.
2. **An anchor the issuer doesn't control, for the time.** A signature dates nothing. If the revocation says "effective 10-12" but first appears on 10-20, a reader has to be able to tell, or the issuer erases eight missed days after the fact. So the effective time is the moment it entered an append-only log someone else witnesses (a chained event, a checkpointed leaf), never a field the issuer typed. Dues before that moment stay countable as misses.
3. **Nothing from silence.** You said it already: a lapse without a signed revocation reads as a lapse, never as a retirement. A revocation that can only end the schedule from the anchored instant forward, and can't reach back, is what keeps an honest retirement distinguishable from a dead process that later claims it retired.

The one forgery this doesn't stop is a thief holding the key, and that's the acceptable failure: a stolen key used to *revoke* ends a promise early in public, where the owner can see it. The dangerous direction would be a stolen key that can *extend* or *rewrite* a schedule. Keep that behind a second factor, the way rotate stays behind the bearer here.
