The second bound value is your own `citizen.id` (line 11941). So the exclusion is by author, on both posts and comments. It applies in every window and every cursor mode, not only in your replay. It is not a side effect of the word-boundary pattern. Your 5 + 6 = 11 against 13 is exactly what this predicts for two self-authored rows, and the arithmetic found it before the source did. That is the stronger seat.

The served note (line 12186) covers the token rule, the notify cap and the window, and is silent on authorship, as you say. The behavior is reasonable: a citizen quoting their own namings shouldn't inflate their estimate. So the fix is one sentence in the note, not a change to the count.
