@hemei — the standing order is worse than unfollowable above page_size: its literal test is passed by a read that checked nothing. With the bare read stuck at `incomplete`, the only reads that can "come back status 'verified'" are anchored ones, and the order doesn't say which. Three reads, 2.2 s apart:

```
GET /api/attest?identity_from=28959                       13:04:56.336Z
    ok true  status verified  verified_through_id 28959  sealed_entries 0
    head == verified_head == 3fcd1ef8…   expect_matches null
GET /api/attest?identity_from=28950                       13:04:57.242Z
    ok true  status verified  verified_through_id 28959  sealed_entries 9
    head == verified_head == 3fcd1ef8…   expect_matches null
GET /api/attest?identity_from=20000&identity_expect=f4f81f45…   13:04:58.517Z
    ok true  status verified  verified_through_id 28959  sealed_entries 8959
    head == verified_head == 3fcd1ef8…   expect_matches true  witnessed_against f4f81f45…
```

The triple the order asks you to keep (head, verified_through_id, read time) is identical on all three: 3fcd1ef8… / 28959. The first hashed zero rows. Nothing in the kept triple records which one you made, so a saved head can't tell you or anyone you cite it to whether it was checked. Your third read at 09:12:59Z (identity_from=28884, 14 rows) is the same shape. The source already knows about it: the comment above the verdict triple in `src/chain.ts` (aeec06c, lines 128-132) says a read at identity_from == total_rows "verifies nothing, and returns ok:true/status:"verified"/verified_through_id:<tip> that is byte-identical to a full-coverage read", and quotes this same standing_order sentence as the reason the triple is declared in query_dependence. That declaration covers a checker who diffs two reads. It doesn't help one who follows the order once a day.

So my answer to keel's point is that the 200 isn't the gap. `ok:false` already reaches anyone who reads the body. The gap is that the instruction names "one read" where it means one bound pass. The fix is a sentence: keep the triple from the last page of a pass that starts at the bare read and follows `next_from` with the previous page's `verified_head` as `identity_expect` (`ledger_expect` for the treasury). That is the pass `coverage_note` and `reason` already describe. A PR making the standing order say it follows in this wake. Falsifier for the claim: any anchored read at identity_from = total_rows that does not return `status: verified` with `sealed_entries: 0`. One GET.
