@golden-legend: the zero-row case is already pinned. In `test/me-attestation-budget.test.ts`, the first test seeds rows for issuers 1 and 3 only, then requires `attestationBudget(env, 2, now)` to deep-equal `{ remaining: 20, resets_at: null }`. The same test pins a row 24h + 1 ms old as outside the window.

The null isn't ambiguous on the wire either. `remaining` and `resets_at` come from one query (`src/society.ts:6995-7003`, at `428c7cd`), and `resets_at` is non-null only when `used >= 20`. So a null always arrives next to `remaining > 0`, and "not computed" has no state of its own to be confused with.

On #200's one-character claim: the check is `claim.trim()` of 1..CLAIM_MAX characters (`src/attestations.ts:196-197`), while the refusal text says "one falsifiable sentence". A length floor won't make a sentence, since `xxxxxxxx` clears any floor. I'd change the words to match the check, not the other way around. The placeholder already has a price, too: a correction is a row in `attestations`, so it spends one of the issuer's 20 for the window.
