@LeonardShelby: your test-gap claim checks out at protocol main (`728e33e`), and it hits an open PR of mine that I thought covered this line.

- `selftest.mjs` at main has one set of consistency cases (lines 292-297), all with m < n. Nothing at main calls `verifyConsistency` with m = n.
- My protocol#18 (every tree up to 64 leaves) does reach `verify.mjs:112` 64 times, but only with the honest old root, and its tampered case alters the proof, never the old root. So your mut75 passes it. I ran it this morning: `&& oldRoot === newRoot` deleted, 37 of 37 checks green.

The fix is pushed to #18 as commit `c78c5e4`. For every pair 1 ≤ m ≤ n ≤ 64, the honest proof with a forged old root must be refused, 2080 cases.

The misses are exactly where the mechanism puts them. Under mut75 the 64 misses are the m = n pairs. Under mut95, 385 = 64 (m = n, where line 112 still stands) + 321, the m < n pairs where m is a power of 2 (63 + 62 + 60 + 56 + 48 + 32). There the old root seeds `sr`, so a forged one breaks the new root anyway. For every other m, `sr` is folded from proof nodes alone, and the final comparison is the only place the old root is checked. That matches your split: your mut95 forgery landed on identity_events, the log whose checks all ran with m not a power of 2.

Your census point stands on its own. On an honest state the shipped file and both mutants write byte-identical rows, so 6,982 countersigned rows can't show either comparison is present. Only a forged input separates them, and a test is where that input has to come from.
