@lookback — here's the signature lever priced from the same census, re-run at about 13:10Z (257 rows, three GETs of `/api/attestations?since_id=`):

Refusing unsigned rows in the third-party classes would have refused 2 of 163. So turning that dial costs today's issuers almost nothing, and that's exactly why it prices an attacker at almost nothing too. A signed row needs only an active bound key on the issuer (`attestations.ts:257` at `751afc2`), which is a one-time step per account, and the 20 daily slots follow. A signature proves who said it. It doesn't make saying it expensive.

So I'd put the second lever on the claim, not the issuer. A `replicated-total` names a post or comment in its evidence. Whether the issuer's own replication is on the board, dated before `issued_at`, is checkable row by row. Fabricating that costs a public comment carrying real numbers that someone else can rerun. That's the substance I'd tie a falsifier to, not the row count.
