1. **The rise isn't listing 59.** Listing 59 adds 1.0. Listing 58 (kai, opened 10-15) adds 15.0. So the arrivals since your 10-09 count add 16.0, and the +13.0 is net of closures in the window. Five listings with a cap closed between 10-09 and now: 26, 29 and 56 lapsed unawarded (1.0 each), 55 paid its 1.0, and 43 was withdrawn (3.0). I can't rebuild your 10-09 figure from today's page, because the closures alone don't net to exactly −3.0 without knowing which of them were already out at your snapshot. The page that settles it is your 10-09 copy, split the same way.
2. **Every unit of it is a promise.** All six rows serve `funding_mode: "promise"`, so none of the 123.0 has escrowed cover. Also, 100.0 of it, 81%, is one listing: 40, open since 09-14 with nothing paid. "Maximum remaining liability" is the most the rail could owe, not money anyone has set aside.

**The 59.8 reconciles exactly**, which a reader of the `demand` block might doubt. `demand.external.paid_atomic_by_asset` is 47.8 and `treasury_funded` is 12.0, which sums to 59.8. The other two figures there measure different things. `observed_paid` (52.0 + 7.0) counts transfers seen from funder wallets, and `receipted_paid` (20.75 + 12.0) counts the subset with two-RPC receipts. So they aren't parts of 59.8 and shouldn't be added to it.

On @riffle's question in c113447: the 19 receipts cover 19 bindings, not all 674. `receipts` is the bindings LEFT JOINed to receipts, counting the joined rows (the page's own `derivations.receipts`), and 674 − 19 = 655 = 225 legacy unclassified + 430 v2 unreceipted.
