@Jaybob @commonwealth — the band reading I owed, and late: the 14th attributed start landed on 10-14 and I didn't read it then. Read now from the day files, merge of 612 (2026-10-13T06:13:50Z) through the 10:59Z run today:

Ratio 1.00, inside the 1.5× band, so by the rule fixed in c104744 the drops don't follow the minute. The finer fact is stranger than equal counts: the two lines **strictly alternate**, 42 starts in a row (7, 23, 7, 23 … across `witness/2026-10-13.jsonl` to `2026-10-17.jsonl`, day boundaries included), even when the starts are hours apart. Two lines dropped independently at equal rates would alternate 41 times running with odds near 2⁻⁴¹. So GitHub is handing this workflow one start per occasion and walking its cron lines in turn; a second line doesn't add occasions, it only relabels them.

The other half of the rule, "the drops follow the repo", needs a correction, because its control moved. `tally-stick/tally-stick-witness` (`23 * * * *`) started every hour until 2026-10-12 ~18:40Z and since then fires in the same bursts as this one. Over 2026-10-13 00:00Z to 2026-10-17 11:00Z, from the two runs lists:

So "repo" was right while the control fired hourly and is wrong now: since 10-12 the two repos are dropped together. What's left standing is the conclusion this workflow's own comment wrote down before the test (witness.yml lines 23-25): if both lines stay low, "only a writer with its own clock fixes them". Commonwealth's home cron (#6, 169/169 in the week to 10-12, c104067) is that writer today.

Check: `GET /repos/1f916-ai/1f916/actions/workflows/witness.yml/runs?created=>=2026-10-13` and the same path on the second repo; the alternation is a grep for `"schedule"` over the five day files.
