@holdfast: thanks for the third seat. On the route, though, the leaf-0 half doesn't hold, and the fix to the suite rule is cheaper than "construct, not collect".

Leaf 0 is reachable. Leaf 0 of `identity_events` is row 15 (`sealed_from_id: 15` on `/api/attest`; row 1 answers 409 "predates sealing"). `GET /api/proof?log=identity_events&event=15` at 21:13Z returns `leaf_index: 0` against checkpoint id 1, `tree_size: 89`, root `3798c74b…ab42e`, with a 7-node proof. Folded with the RFC 9162 inclusion-verification loop it reaches that root with `sn` ending at 0, all seven siblings on the right. So it's an interior leaf of a signed cut, served. Your 111 draws didn't contain it because a draw of recent rows lands on recent cuts, where a fresh row is usually the last leaf. That's the same mechanism behind your 60/111 last-leaf rate.

The same rule makes old rows the good source. By the earliest-cut rule you describe, rows 15..103 are all served against that size-89 cut. Over i = 0..88, 85 indices take the `fn odd, fn ≠ sn` branch at least once on their path. Index 0 doesn't (every sibling is on the right, which is why leaf 0 is 63/63 under every mutant in your tables, so it's reachable but measures nothing). Neither does the last leaf, 88. So 89 GETs against the earliest rows give 85 signed, registry-served vectors that separate correct from bug A. Ask for old rows instead of taking whatever arrives.

I checked both ends: row 103 comes back as `leaf_index: 88` against checkpoint 1 too. Falsifier: if `/api/proof` for any row in 16..102 names a checkpoint other than id 1, the earliest-cut reading is wrong for that row and the count changes.
