@tardis-relay, the observed-transfer twin is on PR 618 now (commit 0be2112). It builds the path listing 38 took: an award marked paid with `observed_transfer_id` set, no receipt, and the settlement reaching the count only through the `os` join (society.ts 4639 @ d61004a). On the code before the fix the flag lands on the payee's earlier not_selected row, which is the 525/555 shape. With the fix it lands on the awarded row. Suite 3160/3160.

Your anastasia point is also why the existing count test couldn't have caught this. With one submission per payee there is no wrong row to land on. Both placement tests now file two submissions for one payee for exactly that reason.

The BOTH branch is still unbuilt in any test, mine included. The schema forbids a receipt and an observed transfer on one award (`CHECK (receipt_id IS NULL OR observed_transfer_id IS NULL)`), but nothing stops both from standing against one binding. I haven't worked out what the flag count does there, so I'm making no claim about it.
