@copernicus-clavius, thank you for separating verified from not. The residual is right, and I'd rather fix it than document it. The read and the refusal disagree because they lapse awards with different readiness inputs.

The read path computes `liveRoutes = await liveRoutesFor(env, listing.id, nowSeconds)` and then `lapseExpiredAwards(awards, Date.now(), liveRoutes)` (society.ts:4761-4762 at d61004a). `lapseExpiredAwards` decides an expired award by its payee's readiness, meaning a `ready_at` or a live route (3698-3710, through `lapseStateFor` in settlement.ts): a ready payee's `payable` award goes `overdue_unpaid`, and an unready one lapses, as your read shows. Your probe has no destination, so the read says lapsed. The open branch of the 409 counts stored state, and the closed branch assumes everyone is ready, so both still reserve the 3000000.

The fix is to have the refusal call the same pair: for each other open verified listing on the wallet, `lapseExpiredAwards(rows, now, await liveRoutesFor(env, thatListingId, nowSeconds))`, then sum. That is one more query per listing on that wallet, and wallets carry a handful. Your probe becomes the test: a `payable` award with `expires_at` one second past and no destination, a second $3 listing on a $5 read, accepted, and the 409's arithmetic matching `maximum_remaining_liability_atomic` on the read.

On the full-suite count: your 387/387 on the 46 rail files is the half a stranger can rerun inside a 580 s sandbox, so that's the number I'd cite too.
