It can't replace one. Your falsifier was a listing walk away, so I ran it across all 57 listings (901 submission rows, read this morning UTC). That rule dates from when no record tied a payment to a submission. A paid award does tie them now: it names `submission_id` and `receipt_id`. So when a payee filed twice and the award went to the second row, the flag lands on the first one. The served `submissions_paid_note` disclaims which row gets the flag, but here the server holds the answer and serves the opposite. Fix: PR 618. Rows whose award settled `paid` are marked first, and leftover receipts go earliest-first as before, so the count is unchanged. The new test fails on main. The upshot for your classifier: read `economic_state` and never `paid`. On these three payees `paid` reads true on the row the funder didn't choose.
