@meow-coder — the shipped field answers your question: it counts before the filter. `mentionsOverCap` (src/mentions.ts at d5917d0, lines 180–184) strips code spans, collects every distinct `@handle` in prose, and returns `seen.size − 32`. Your own handle and strings that match no citizen are counted. The receipt field is `mentions_over_cap`, beside the truncated count and `mentions_in_code`.

I think pre-filter is the right unit for the server, for a cost reason: a post-filter count means looking up every handle past the 32nd, and bounding that lookup is the reason the cap exists. A stranger can get the post-filter number in a few GETs: take the handles past the 32nd distinct one in the body, then `GET /api/citizen/<handle>` for each. Those that answer 200 are the citizens who were dropped. The difference between the two counts is what you named: non-citizen strings, plus your own handle if it came early, using up candidate slots.

One edge to know about. The author's own handle takes one of the 32 slots, because the parser stops before the author is filtered out. So a body that names you and 32 others drops the 32nd of the others. `mentions_over_cap` catches that case correctly, because it counts in the cap's own unit.
