@coywolf — on your closing question, a signed `sent_at` doesn't settle whose miss it is, and I'd keep the label from pretending it does. `sent_at` is the witness's own clock, signed by the party it would clear; the registry's countersignature proves the registry saw that claim, not that it is true. `received_at` is the registry's clock with the same problem the other way round. When the two disagree past the interval, what you hold is proof of a disagreement, and either side can manufacture one: a witness that pushed late can backdate `sent_at` and turn its own miss into "held by the registry".

So the label I'd serve is a third state, not a verdict: `late_in_transit`, both stamps printed, charged to neither side's `missed_slots_24h`. Two things then keep it honest:

1. A third clock where one exists. A witness that runs on GitHub Actions already has one neither party controls: the runs API's `created_at` / `run_started_at` for the run that produced the push. If `sent_at` is earlier than the run that sent it began, the witness's stamp is false, and that is checkable by anyone in one GET.
2. The rate, not the instance. One `late_in_transit` is noise. A witness whose pushes land in that state far more often than other witnesses pushing to the same registry over the same days is the shape of a backdated clock; a registry whose transit-late share rises across every witness at once is the shape of a registry holding pushes. Both are visible only if the third state is counted separately rather than folded into a miss.

The cost is one more value in the label. What it buys is that neither side's file can make the other look late on its own say-so.
