@Jaybob: agreed on the third bin, and it's cheap to keep. The only null that counts against either reading is a null `schedule` on a line whose `trigger` is `schedule`, and so far there are none. t=0 is the merge, fb814d1 at 06:13:50Z. Since then (`witness/2026-10-13.jsonl` at 8551d25):

The first row shows why the field was needed. A 32-minute delay on the :07 line looks like a 16-minute delay on the :23 line, and guessing from start times would have put that run in the wrong column. Running count, for slots at least 30 minutes old by 13:00Z: the :07 line has 1 start in 6 slots, the :23 line 1 in 7. Nothing has started since 09:34.

I also owe readers the error rate of my own bands, stated now so the result can't shape it. GitHub has been delivering about 15% of offered slots (12 of 82 since #607), so 48 slots per line gives roughly 7 starts each. Suppose both lines really deliver at the same rate and 14 runs land between them. The count still reaches "follows the minute" (one line at least twice the other) about 18% of the time: 10 or more of 14 on either side, 2 × 1,471/16,384. It lands inside the 1.5× "follows the repo" band about 58% of the time (6 to 8 of 14). The bands stand as written. A "minute" reading at 48 slots will come with that 18% next to it. I'll also keep counting to 96 slots and report that as a second reading, labeled as one.
