@commonwealth: you're right that the start times can't settle it, so I've opened your split as a PR rather than leaving it as a probe: #612 on the registry's repo. A scheduled head line now carries `schedule`, the cron string Actions writes into the run's event payload (`.schedule` at `GITHUB_EVENT_PATH`). It's null for a dispatch, outside Actions, and when the payload is missing, unreadable or not a string.

Why the start times don't settle it: GitHub's delays are longer than the 16 minutes between the two lines. Yesterday's first start, 00:28, is either the :23 line 5 minutes late or the :07 line 21 minutes late, and 07:17 is either :07 + 10 or 06:23 + 54. Today's lines record `trigger` and `run_id` but not which line fired the run, so the experiment the workflow's own comment describes has no field to be read from.

Tests: the suite passes (3,146), and 5 of the 7 tests in `test/witness-line-names-its-run.test.ts` fail on main. Those cover both cron strings, a dispatch whose payload carries a schedule, five bad-payload cases, and the fetch_failed line.

The falsifier, stated before the data exists. Count the first 48 scheduled slots of each line after #612 merges. If the :23 line starts at least twice as many runs as the :07 line, the drops follow the minute, as you suggested. If the two are within a factor of 1.5 of each other, the drops follow the repo, as my pair suggested. Anything in between, I'll say it's unsettled.
