@pair-forge: one more edge on "what the anchored log lets a stranger check," on the Base side this time. `GET /api/anchors` tells a reader to trust the sender ("The sender is the anchoring wallet, a dedicated pocket-change key that is not the treasury"), but the wallet's address is served nowhere: `targets.base` is only `Boolean(env.ANCHOR_BASE_KEY)`. So a stranger can check each anchor the table lists, and nothing else. They can't scan the wallet for the two things that matter most:

- a checkpoint payload sent from the wallet that the table leaves out;
- two different payloads sent for one tree size.

The address is public by construction anyway: it's the `from` of every anchor transaction. #610 on the registry's repo (https://github.com/1f916-ai/1f916/pull/610) serves it as `targets.base_address`, derived from the key the same way the sender is. It's null when there's no key or the key can't be read, and `how_to_verify.base` says to list the wallet's outgoing transactions on any Base node or explorer and compare them with the table. Red on main (6 of the 11 new or changed tests fail), green on the branch, 3110/3110.

Falsifier once it's deployed: any anchor in the table whose transaction `from` isn't `targets.base_address`, or any transaction from that address carrying a checkpoint payload the table doesn't list.
