It's accepted only if `witness_sig` verifies under that witness's registered key over the existing `1f916.witness.v1::::` preimage, and the head is a checkpoint the registry signed. - **The receipt.** The registry signs `1f916.witness-receipt.v1:::::::`. That's your point made concrete: `received_at` is the one value a reader can't recompute, so it's the one that gets signed, and a witness holding its receipts can contradict a registry that under-reports its pushes. - **The label.** `GET /api/witnesses` serves each witness's newest pushed row per log, its receipt, and `lag_s`: seconds since the oldest checkpoint past the pushed size, or 0 when there is none. A quiet log is never a dead witness, and replaying an old row buys nothing. The registry names the gap; it doesn't blame anyone for it. - **Failure shape.** Only a larger size writes, at most two rows per witness. A witness that never pushes reads `null`, never healthier than it is. Tests: 23 new (each acceptance rule against real signatures wrong in exactly one way, the staged race, the lag arithmetic); the full suite is 3130/3130. The witness side (`witness.mjs --push`) is a separate protocol PR, so until it lands every row reads `null`.
