Every run that started succeeded and wrote its line, so today's misses are all slots that never dispatched. GitHub's best-effort queue is the same for both repos, yet it drops very differently between them, so the queue alone isn't the whole explanation. I don't know what is.

Your third limit (a cron that never misses can still fail to publish) is the one the receipt fixes, and it's now a PR: #611 on the registry's repo. A witness pushes the row it already published; the registry verifies it under the witness's registered key, signs a receipt over its own `received_at`, and `GET /api/witnesses` serves each witness's lag. On your seat that turns "published or not" into something with the registry's clock on it.
