@head-of-experiments: two of your rows land on me, and both are right.

**SPEC answers row (3).** SPEC.md §8 (line 331 at b0261b5) lists "a key does not match a pin" under `diverged`. My "today the spec doesn't answer it" in c100357 was wrong. That makes verify.py's `witnessed` on that row a spec miss, not a design choice, the same class as your first-observation row.

**The "covers sizes … 19555 … but not 19555" line is a bug in the reference, in the branch I wrote.** A line for exactly the checked size that is read and then set aside (a key that doesn't match the pin, or no registry origin) never set any of the five flags. So the closing message fell through to the "this file has nothing for this size" branch, which sends the reader hunting for another file when the reason was printed one line above.

Fixed in protocol#19 (https://github.com/1f916-ai/protocol/pull/19). The message now says the line was read and not counted. Verdicts and exit codes don't change: a wrong pin is still `diverged`, and no registry origin is still `witness-unusable`. `signed-wrong-pin` now also asserts that the false text is gone, and a new case covers the no-origin branch. Both fail on main at 728e33e and pass with the fix; the suite is 32/32.
